Build for the way Japan actually pays.

Cards matter, but so do PayPay, convenience-store payments and bank transfers. The merchant experience has to match the transaction—and the customer.

MARKET BRIEF / 🇯🇵 ASIA–PACIFIC

What merchants need to know.

Japan is not a generic card-only checkout market. The Ministry of Economy, Trade and Industry reports that cashless payments reached 58.0% of consumer spending in 2025 and that credit cards accounted for most of cashless value. This still leaves important use cases for code payments and convenience-store settlement.

FROM PRIMARY DOCUMENTATION

METI calculated a 58.0% cashless payments ratio for 2025; that is a share of spending, not a share of all transaction counts.

02 / UNDERSTAND THE PAYMENT METHODS

Different rails. Different responsibilities.

Use this table to separate the payment method from the provider, the merchant contract and the underlying settlement mechanism.

Credit cards represent a large portion of measured cashless spending; local scheme reach still matters.

03 / TURN RESEARCH INTO A DECISION

Find the questions worth asking.

Choose your operating use case before requesting a quote. A “supported country” label rarely tells you which legal entity, channel and settlement flow is included.

MERCHANT PATH / 01

Sell to Japanese online shoppers

Blend cards with relevant local methods: PayPay, Konbini and bank transfers where your PSP permits.

Ask the provider

  • Does the checkout show Japanese-language instructions and JPY prices?
  • Which non-card methods are eligible for the merchant legal entity?
  • How are asynchronous Konbini payments, expiry and refunds handled?
MERCHANT PATH / 02

Operate in-store or omnichannel

Retailers should look at POS acceptance, code payments, cards, settlement and customer support in one workflow.

Ask the provider

  • Are PayPay and card terminals supported for the physical channel?
  • Can store and online activity be reconciled by location?
  • What local support and chargeback tools are available?
MERCHANT PATH / 03

Move money or offer regulated services

Funds transfer and prepaid-value activities can fall under Japan’s Payment Services Act and FSA registration framework.

Ask the provider

  • Does the partner hold any required Japanese registration?
  • Who controls customer funds and the settlement account?
  • What cross-border and KYC requirements apply?
04 / KNOW THE RULES

Regulation should be part of the brief.

Authorities determine the operating framework. A provider’s merchant contract and first-party product documents then determine what your business can actually use.

01 / REGULATORY CHECKPOINT

FSA regulation of funds transfers

Under the Payment Services Act, some non-bank fund-transfer services require registration. Merchant card processing and money-transmission services should not be treated as the same regulatory activity.

02 / REGULATORY CHECKPOINT

Registered-provider checks

FSA maintains public lists of regulated institutions, including funds-transfer service providers and issuers of prepaid payment instruments.

Local checkout obligations

Certain Konbini providers require Japanese merchant-site disclosures, contact details, policies and screening; verify product-specific onboarding.

Editorial methodology · November 3, 2026

Provider features and regulatory scope can change. Each source is identified by type so merchants can distinguish authoritative policy from product marketing. Where a provider supports one country or payment method, this is not assumed to cover all legal entities, transaction types or channels. Reconfirm important claims directly before contracting.

08 / COMMON QUESTIONS

The practical answers you came for.

Are credit cards enough in Japan?+

Cards are important, but checkout performance depends on customer segment and channel. Japan also uses code payments such as PayPay, convenience-store collection and bank transfers.

What is Konbini payment?+

An eligible customer completes an online order by paying at a convenience store using provider instructions. Payment confirmation can be asynchronous, so inventory and fulfilment logic matter.

Does the cashless ratio mean 58% of transactions?+

No. METI’s 2025 figure is a ratio of total consumer spending amount, with a stated calculation methodology; it should not be described as share of transaction count.

Does a PSP license include remittances?+

Not necessarily. Japan’s payment regulation distinguishes service types. Verify any required funds-transfer registration when the product moves or holds customer funds.
