A financial hub with its own payment rulebook.

Hong Kong has a distinct payment infrastructure from mainland China: FPS, licensed stored-value wallets, Octopus, cards and international commerce.

What merchants need to know.

Hong Kong’s Faster Payment System connects banks and stored-value facility operators for round-the-clock transfers and selected merchant payments. A merchant must still distinguish QR acceptance, ecommerce acquiring, cross-border remittance and mainland China reach.

FROM PRIMARY DOCUMENTATION

The HKMA describes FPS as 24/7, supporting HKD and RMB and connecting participating banks with stored-value facilities; it is not a blanket guarantee of merchant processing eligibility.

02 / UNDERSTAND THE PAYMENT METHODS

Different rails. Different responsibilities.

Use this table to separate the payment method from the provider, the merchant contract and the underlying settlement mechanism.

METHOD / ROLEWHERE IT FITSWHAT TO VERIFY
01

FPS

Real-time bank / e-wallet transfers

Bank and stored-value facility participants can enable faster account transfers and online purchases.

Merchant FPS QR support, ID requirements, reconciliation and refunds.

02

Octopus

Stored-value payments

A recognisable local stored-value instrument, especially in transit and everyday physical purchases.

Merchant acceptance contract, terminal or app coverage and top-up assumptions.

03

AlipayHK

Hong Kong wallet

Merchant FAQ documents store/online solutions and eligibility information.

The merchant application, domestic versus mainland wallet reach and settlement.

04

Credit and debit cards

Card acquiring

Relevant across online and in-person commerce, including travel and international segments.

Interchange, cross-border cards, terminal integration and chargeback controls.

05

Payment Connect

Personal cross-boundary remittance

Links FPS with mainland payment infrastructure for participating personal transfer use cases.

Do not infer that this automatically enables cross-border merchant checkout.

03 / TURN RESEARCH INTO A DECISION

Find the questions worth asking.

Choose your operating use case before requesting a quote. A “supported country” label rarely tells you which legal entity, channel and settlement flow is included.

MERCHANT PATH / 01

Accept payments locally

Evaluate cards, FPS-enabled bank and wallet payments, Octopus and locally offered wallets as separate acceptance channels.

Ask the provider

  • Which QR scheme and merchant acquiring contract is involved?
  • Can you reconcile card, FPS and wallet inflows per location?
  • How are refunds and customer disputes handled?
MERCHANT PATH / 02

Serve visitors and Chinese shoppers

Assess Hong Kong wallets, AlipayHK, international cards and any eligible cross-border merchant acceptance products.

Ask the provider

  • Which wallets are available to visitors versus residents?
  • Is the product a Hong Kong or mainland acceptance arrangement?
  • What HKD/RMB conversion and settlement costs apply?
MERCHANT PATH / 03

Send cross-boundary funds

Use HKMA materials to separate personal Payment Connect transfers from merchant collection or business remittance products.

Ask the provider

  • Is the use case a personal remittance or merchant payment?
  • Which participating institutions, limits and beneficiaries apply?
  • Does the provider support invoices and merchant settlement?
04 / KNOW THE RULES

Regulation should be part of the brief.

Authorities determine the operating framework. A provider’s merchant contract and first-party product documents then determine what your business can actually use.

01 / REGULATORY CHECKPOINT

HKMA stored-value supervision

The HKMA supervises stored-value facilities under the Payment Systems and Stored Value Facilities Ordinance; validate a wallet operator against the public register.

02 / REGULATORY CHECKPOINT

FPS network and participants

FPS supports HKD and RMB transfers across participating banks and SVF operators. Merchant product details come from the provider, not the network description alone.

03 / REGULATORY CHECKPOINT

Payment Connect is not merchant acquiring

The official HKMA Payment Connect page is focused on eligible personal cross-boundary remittance; do not market it as a general cross-border merchant gateway.

07 / RESEARCH TRANSPARENCY

Primary sources, not borrowed opinions.

We favour central banks, supervisory authorities, payments-system operators, standards bodies and original vendor documentation. Evidence categories show what each link supports.

Editorial methodology · November 3, 2026

Provider features and regulatory scope can change. Each source is identified by type so merchants can distinguish authoritative policy from product marketing. Where a provider supports one country or payment method, this is not assumed to cover all legal entities, transaction types or channels. Reconfirm important claims directly before contracting.

08 / COMMON QUESTIONS

The practical answers you came for.

Is Hong Kong payment infrastructure the same as mainland China?+

No. Hong Kong has a distinct financial regulatory and payment system. FPS, licensed stored-value facilities and Hong Kong acquiring arrangements should be evaluated separately.

Is FPS a payment gateway?+

FPS is payment infrastructure linking participating institutions. Merchants need a bank or supported provider product for collecting, reconciling and handling payments.

Does Payment Connect let every merchant collect mainland payments?+

No. HKMA’s public Payment Connect guidance concerns participating personal remittance arrangements; do not generalise it to business acquiring.

Does Octopus replace card payments?+

Not necessarily. Octopus is a local stored-value option; a broad merchant stack can need cards, FPS and additional wallet methods by channel.
